ETI is all about mitigating the threat of pervasive encryption. What this comes down to is knowing why, where, how and by whom, encryption is applied. So in short making the purpose of encryption transparent and explicable.
 
One of the underlying problems of the term pervasive encryption is the propensity of non-technical experts (and disappointingly some experts too) to use encryption as a shorthand for any cryptographic operation. Whilst the activity of ETI is about encryption the way in which keys are distributed is given quite a lot of consideration.
